Parmenion
Operational planning & exercise control
A staff works the problem from mission analysis to a written order — then runs it.
Parmenion is a planning and simulation environment built to NATO doctrine. A headquarters moves through tactical planning (APP-28) and operational planning (COPD) phase by phase, develops and wargames courses of action, compares them on evidence, and issues an operation order — then executes it as a controlled exercise in which the director governs exactly what each participant can see.
Beneath the workflow it models a real order of battle — formations built from prototypes, equipped and sustained by NATO supply class — and the analytical methods a planning staff would recognise: attrition, decision points, campaign simulation and multi-axis strike optimisation. Nothing is a black box: every order, query and result is recorded for the after-action review and can be reconstructed afterwards.
What it does
- Tactical planning — APP-28Three phases, seven steps, from mission analysis to the orders group.
- Operational planning — COPDThe four-phase, twelve-step operational process, worked in sequence.
- Course-of-action wargamingAction–reaction–counteraction with modelled attrition and decision points.
- Multi-axis strike optimisationSEAD and strike planning across competing axes and effects.
- Theatre simulationContinuous-time, event-driven modelling across land, sea and air.
- Order of battleFormations from prototypes, with equipment and manpower to establishment.
- Logistics — NATO classes I–XConsumption, holdings and sustainment derived from the force laid down.
- Exercise controlHierarchical command, orders, subordinate queries and mission reports.
- After-action reviewObservations, instructor verdicts and a reconstructable record of the run.
